Indeed, it comes from the same Proto-Celtic root, *ɸlētos - both languages ended up losing the f in this word. In Cornish it's loos and Breton louet from the same root.

Sounds like Latin "pluvius" (rain) and its Romance descendants (Fr. pluie, Esp. lluvia etc.) Semantic shift? (Rain -> bad weather -> gray)
