Dont Ukrainians with the name "Вікторія" usually have their name romanized into "Viktoriya"- shouldn't that spelling be accepted too?

No, that would be "Вікторія не могла з'їсти м'ясо". Ukrainian has different forms of verbs that designate either finished or unfinished action.
