Yes, it is exactly that and shows again the influence of Latin on Welsh.

Nos Galan = New Year's eve (night before the first day of the month)

Dydd Calan Gaeaf = Nov 1st, the first day of Winter.

Nos Galan Gaeaf = Halloween (night before the first day of Winter)
