No, "Oeddech chi'n glywed?" is "Were you hearing?". The alternative form os this would be "Wnest ti glywed?".

Quite possibly, considering that Julian added "have you heard" as the English translation of "wyt ti wedi clywed". I don't know the difference in English between "have you heard" and "have you been hearing" (English is a foreign language for me), so I just wanted to figure out a way to show that "wyt ti wedi clywed" would imply some kind of "be" version in English.
