Yes the "Dyn ni ddim wedi" construction means "We have not" for "We didn't meet Gareth" you'd say "Wnaethon ni ddim cyfarfod Gareth" or "Gyfarfyddon ni ddim Gareth".

I believe 'wedi' is specifically for 'to have'. So though your English sentence was correct, it did not perfectly translate the Welsh one.
