Limbă = language, limba = the language. So you say either: We don't speak Rumanian (Nu vorbim româna) or: We don't speak the Rumanian language (Nu vorbim limba română)

I think you can use it in front of either - Martie730972's answer above explains it well I think. Makes sense to me anyway!
