"Do you learn, or not?" sounds awkward. I'd translate this as "Do you study, or not?". To me, "to learn" needs a predicative expression that follows it.
"Do you learn (to play the guitar/how to swim/when to keep your mouth shut), or not?" But maybe that's just me.
