I believe it means: "The people read as if they are watching tv", just a guess...I'm learning here...

that would be "als ob". "so" means "in the same manner as" here.

if this means they read the same time as they are watching TV, it should say "people read while they watch television." OR does it mean they read as much as they watch television? I am unclear.
