Almost nothing. It is just what you say first will grab more attention, naturally.

But you can emphasize "A magyar fiúk jók?" a little bit differently. The emphasis naturally falls on "jók". But if you give extra emphasis to "a magyar fiúk", then it will sound like "Is it the Hungarian boys that are good?"
