"What candidates" is not accepted, though very common in everyday speech. Does anyone know if it's technically correct or considered bad grammar?

Sounds right to me. Which/What are usually interchangeable in English, this sentence is no exception.

"Which" and "what" are not actually interchangeable in English, although they are often used as if they are. "Which" is used with an implied list, while "what" is more open-ended. Which entree do you want, chicken or fish? What has made you so angry? Since there is presumably a set population of candidates, you would ask "which" ones are on the list.
