It means "not". I am not a boy= Ben oğlan değilim.

because you use değil with noun sentences (where you have "to be"/copula), not with verb sentences. And no "biliyor değilim" doesn't mean bilmiyorum. It is used in a rare context, where you negate weakly, something like "biliyor değilim ama öyle tahmin ediyorum": I don't have the knowledge but I guess so. This is not a common usage and difficult to explain.

Değil means "is not". It is used with the verb to be. So değilim would be "am not"

Biliyor değilim means something like "It's not that I know"
