It depends a lot who you talk to. I also live in Germany and at first used to spend a lot of time speaking to international German speaking people. Try to talk more to Germans, it will be hard at first to keep up with the conversation, but the language benefits are higher for you :)

Yes. It's commonly said when the listener is doing outrageous things.
