The above link is an amazing website that helps you with your foreign language grammar, vocabulary, and tips of the language. In my opinion, combining this with Duolingo is an incredible step to getting that much closer to language fluency. This website, like Duolingo, is 100% free.
Go ahead and check it out. Look at, at least, one of the twenty languages offered. The webmaster is constantly updating his material. This website also has lists and lists of helpful links to redirect you to other websites for specific grammar points or learning strategies.

Both duolingo and ielanguages cover the same parts of the language in different ways. If you want to reach fluency while using duolingo you need to find a language partner and start speaking the language.
However, I think that a good tool you could use before start going through the struggles of trying to speak it right away could be a chat tool, so you can have a written conversation that gives you more time to think in the sentences and then jump into a live conversation once you master that.
I know there are tools out there for both written and skype conversations but none of them are really good.

This is good and I hope Duolingo could catch up with offering grammar eg. let people practise accusative/dative in separate lessons.
yes I hope for that too; the 4 cases in German can be pretty tricky w/o enough practice...
