Is it okay to mention user's name in a discussion

I have recently posted a discussion and mentioned there one of the users of Duolingo telling him thank you for his awesome improvement to my idea. Is it okay to mention someone like that or should I ask the user first?

It is fine so long as you are not making them uncomfortable, harassing them, bullying them, or in some way trying to humiliate them. :)

What if I want to thank user A in a response to user B? How can user A get a notification of the recognition?

You can message them on their Activity stream and provide a link.

It's fine and you can even attach the link to their profile to their name, for example:

"I want to thank andrew974v for all the help."
