Once Haitian Creole is added, if Duolingo only were to add Swiss Romansh (a remote prospect I suspect), every Romance language that is an official language at a national level would be available on Duolingo

Galician is only official at a regional level. It isn't official throughout Spain.

Technically, Latin isn't a Romance language - Romance languages are all descended from Vulgar Latin. As JensBu points out, Latin is part of a family called the Italic languages (Oscan, Umbrian, Faliscan, etc.) all of which are extinct. So Latin isn't a Romance language for the same reason that Proto-Indo-European isn't a Germanic language - it's a related parent, but it's not part of the family.

Latin is not an official language of Vatican city. It is an official language of the Holy See, which is a different entity and is not a country.

Haitian Creole isn't considered a Romance language. Even though its vocabulary is pretty much all French-derived, its grammar is totally different.
