Okay... so obviously welsh allows the same bizarre usage that a friend is something you can "make". (Or are they meaning Frankenstein?)

Yep, with the mutation on gwneud:

Mi wnaeth hi wneud ffrind newydd

Mi wnaeth hi wneud is more informal than just Mi wnaeth hi.
