"I have a date tonight."

Translation:Я маю побачення сьогодні увечері.

Does it make a difference whether I say in Ukrainian "Я маю побачення" or "У мене (є) побачення"? Are they both equally proper/correct? Is it instead similar to the Russian, where "У меня есть свидание" is proper and "Я имею свидание" is colloquial using bad grammar?

In Ukrainian, «Я маю» and «В мене є» are both equally natural.

"I have a" is normally "у мене є" why is it not right this time?

Ввечері would be the preferable form here

In Ukraine we do not say so. We say "у мене побачення сьогодні увечері"
