"The" before "Tanzanians" is not needed in English for the sentence to be correct. "Tanzanians need changes" is a correct translation, and correct English. In fact, it is better English than the "correct" answer.

"Change" should be plural, but even so, Duolingo currently accepts the answer only as "the Tanzanians". It has been reported; all we can do now is wait.
