I agree that the sentence is not one that would be used in English .
I think it's a structure I've seen before in Norwegian, e.g. "Sjefen over alle sjefer" I assume it means the leader or the person at the top of a heirarchy
But it does answer the perennial question, "is the pope Catholic?"

I don't know, but this sentence sounds extremely weird and unnatural in English (at least to me).
