Bonus skills: I have "3 slots", but only 2 extra skills are available to 'buy'.

I'm a new user and I'm just a bit confused about the system. So I unlocked 3 slots for 'bonus skills', but there's only two extra skills in the Lingot store. I'm not complaining, it's great that I get all this for free, I'm just wondering if it's supposed to be like that or if other skills will be unlocked later.
