No, rather not. Here's a neat list what agreement can mean: http://www.dict.cc/?s=agreement Of course, that's depending on the context. Did you mix up Verständnis and Verständigung maybe?

Thanks! I thought "agreement" and "understanding" were similar (for instance here: http://thesaurus.com/browse/understanding?s=t , "understanding" is defined as an "informal agreement")

Ah, I see. In German an informal agreement between two people is usually 'eine Abmachung', unless the jurisprudence is involved, in that case you usually hear 'Vereinbarung', 'Absprache' or 'Übereinkunft'. Verständnis can either be an empathic understanding or comprehension in a wider sense.
