I don't see "should have" listed here as a solution. I'm glad that "long term" with and w/o the "a" is accepted.
2019-10-02 I believe "should" is deveriam (3rd person plural conditional). I almost translated it that way, then realized that this was indicative, and meant "duty" or, as shown here, "must".
