As far as I know, "Do you want new windows?" and "You want new windows, don't you?" are both correct. "You do want new windows, don't you?" would also be a possibility. "Do you want new windows, don't you?" does not make any sense, though.

The literal translation would be (I think): Not it so? or "Is it not so?"

In English, you wouldn't ask a question this way "Do you want new windows, don't you? You would ask: "You want new windows, don't you?" or simply "Do you want new windows?" OR "You DO want new windows, don't you?"
