I was thinking the same, but since the direct translation is "the town of Tanzanians", I think it's also the meaning. Let's say the town is located in Kenya, but it's full of Tanzanians. Then it is a town of Tanzanias, not a Tanzanian town :)
A Tanzanian town would be "Mji wa Tanzania".
