did they cause the Activity stream meltdown?

some accounts would follow everyone who posted in any discussion and more...

the accounts would typically be following thousands of other accounts...

... the following was posted on every other account's activity...

Does Duolingo have to check when each these accounts to view their activity streams?

When you follow the 100th person, one fell out of your activity stream. They stayed on your list, but you didn't get the notifications. So no, it made no difference.
