Is "Я сожалею" really "I'm sorry" in Russian?

Обычные варианты: сожалею (sorry), я сожалею (I am sorry), я на самом деле сожалею (I am sorry indeed), я действительно сожалею (I am really sorry), мне жаль (I regret).

"Извините" would be "excuse me"

There are few ways you can translate this in Russian. The meaning depends on the context:

It depends. If you say "I am sorry, I am late" you can translate "I am sorry" as "прости(те)/ извини(те)/ прошу прощения". "Я сожалею" is about some consequences caused by bad behaviour, etc...The expression "я сожалею" is more stronger than "простите/ извините" and a bit formal. PS. I am Russian
