Go to the drop-down list of languages you're learning.

Hover over one, but instead of clicking it, right-click it, do inspect element, and go to the line where it says this:
li class="language-choice " data-value="xx"
. -
Replace the two letters (represented here with "xx") with "ja".

Click on the language option whose data value you changed.

You are now in the Japanese Alpha course.
No. It's actually good, because the course creators can get feedback without having the massive amounts of beta testers that will happen once it's officially released.
For the most part, the alpha testers are only people on the forums and subreddit, so it's probably only in the hundreds instead of tens of thousands like it would be if in beta.
Hi Claudio I was (am) on level 8 via https://www.duolingo.com/comment/22162372 but the course is only on iOS currently... fsr I couldn't get the course back :o
