Most Americans would shorten it to be "Why doesn't he like me?" Interestingly, if you take out the contraction (why does not he like me?), it becomes ungrammatical.

For native English speakers, "Why he does not like me?" sounds really, really bad. "Why does he not like me?" is the correct form. (Most Americans would say "Why doesn't he like me?") Remember that after a "why", you need to follow with a form of "do"
