does the subordinate clause here is the passive voice? I do not understand the construct of this sentence!!

Nope. You need the werden in there. Otherwise you have "the man lets a dream true" (werden = become)

werden means to become, to turn (into)

Er wird rot = he turns red

Die Träume werden wahr = The dreams becomes true

Sie werden Ärzte = they become doctors

Du wirst verlegen = You become embarrassed

but why "werden" is in infinitive? shouldn't it be hier declined according to the Nominative "der Mann"?

You've already conjugated "lassen" into lässt
