It's not a game, I guess, because it's a language-learning application. But I guess it's more of a game than sitting in a French lesson :D

Duolingo is not a game, but it is gamified. That means that that it teaches languages using some games' elements to make it more interesting so people can stick around and learn.

It's entertaining, but not a game. A game would be if Duolingo had the ability to compete with other players, or something similar. The fact that it's not a game shouldn't take away from your enjoyment of the site, though. :D
