Slightly complicated though:

  • に non-finite/adverbial form of the copula
  • に case particle forms adverbial postpositional phrase
  • に case particle and に copula shared origin
  • で from に copula + て auxiliary verb
  • である from にてある from にある
  • だ from である
  • です from である + ます (= であります)
  • ある "to be" (existence) and である "to be" (copula)
  • X が case particle + ある "there be (exists) a X"
  • X に case particle + ある "to be at/in/on X"
  • X に copula + て + ある "to be X"
  • X で + ある "to be X"
  • X だ "to be X"
  • X です "to be X"

I'm not saying the above list is correct. There's also quite a bit I've left out and bits I've maybe oversimplified. But this is the kind of stuff that floats around in my head all day long. XD

に case particle + です would be a bit strange:

  • X に + です
  • X に + である
  • X に + に + て + ある

On the other hand, this might not be so strange:

  • イタリアにあります
  • イタリア + に (copula) + ある
