why does 'het' meisje become 'de ' meisjes in the plural?

Because "de" is used for gendered singular nouns as well as for all plurals. Het is used only for singular neuter nouns. And while you might be tempted to think that "meisje" is a gendered noun, it is also a diminutive. All singular diminutives are automatically "het."
