Given the rule that Romanian doesn't use the definite article form after prepositions except cu could this not also be She is at the lunch where it is a specific lunch everyone listening already know about hence no need to complete the description.

yes, it could be translated with the, and also with noon, think about ”is she there in the morning?” ”no, but she is at noon”. In romanian prânz means both lunch and noon.
