Club - How to transmit the administrator's rights to another member

I have created a learning club two months ago so I am the administrator (the club is full - 15 members). In about one month I should finish the tree.
------------------------------- 1- I would like to "retire" then from the (my) club and transmit the rights of the administrator to an active member. Is it possible?
--------------------------------2- If I leave the club, who will become administrator? Is it random, unchanged, or based on some performance?

Would that be the highest XP in the club language? - Or all the languages totaled up, or in the club language the week the administrator leaves?
