Please explain this sentence: why are the words 'atât' and 'cât' added?

"atât X, cât și Y" is just a a way to translate "both X and Y"; although I feel that "și X, și Y" is more common.

I understand why we use atât, but why is cât necessary?

If the speaker is female, would it be "Eu sunt atât înaltă cât și grea"?

So, atât X și Y isn't working without the cât?

Is the comma after 'înalt' a requirement?
