Tenses in French

Excuse me if this has already been answered but I can't find the discussion. Many historical French articles are written in the present tense. In the beginning I translated in the present but learned somehow that it should be in the past. Any ideas? Is there a general rule?

In French historical articles are often written in the present tense to make them "more dynamic". I would think that we don't usually do this in English - we just tend to use the past.
