Let me explain:
You can say that you're looking for a person, but it sounds more natural to say you're looking for somebody. When you say somebody who wants, somebody is he/she/it, and the conjugation for he wants is, well, 'wants'.
And lastly, you want to get fluent to improve your fluency. 'Fluent' is a adjective, something that describes somebody, and fluency is a noun, an idea, person or place.
