According wiktionary, the meaning in the context is "intensifying sentence-final particle".

I've heard that expression few times and always been said with "vậy".

I think it's like the ending particle "nhé" that is really common and natural, but super difficult to translate. You make your life easier if you just accept that it is the part of the phrase.
