Yes it is. Probably the most recognizable regionalism in Poland, people can actually argue on the Internet about which one (na dworze vs na polu) is correct and call the other group peasants ;)

To my ear, "na zewnątrz" sounds better when 'going outside' rather than 'being outside' (therefore it would be equivalent to 'na dwór'), but it works also for being outside (na dworze). "na dworze" is a very common phrase, but quite a big part of Poland would say "na polu" instead.
