To let you know, you can't make your Fluency 100% here on Duolingo. The maximum is 50-60%. The fluency is also highly innacurate so don't depend on it.

I know I mean like one hundred percent fluent in the real world . I'll use other resources.

I'm at 57% but still make lots of mistakes. If I improve, surely the fluency rating will go up...? I appreciate you're not an admin but do you know how the algorithm works which gives us our percentages? (Thanks)

I don't know the full algorithm, but each skill affects fluency differently. Basic skills have a higher rate. If you keep doing basic skills over and over again, you could get over 30% fluency.
Conjunctions, prepositions, and skills that relate to grammar also affect fluency more. Skills with just vocabulary have little effect on fluency.
It appears to keep 2 scores, the number of got it right and the number you got it wrong. If you made a lot of mistakes at first, but now you get it right. Your skill turns gold but the next day it goes back to not being gold because the number you got it wrong is still way higher. That's why sometimes it's impossible for someone to keep their tree gold while for others it's a breeze.
