The feminine form of 'le chat' is 'la chatte'. However, 'chatte' is also used in slang for something else (http://www.wordreference.com/fren/chatte), so we tend not to use it, except when we are sure it will not sound offensive, or will not make anyone laugh because of the possible double entendre. So, even if you are looking for a female cat, you should ideally ask: 'Où est le chat ?' or 'Avez-vous vu un chat noir ?' ('Have you seen a black cat?). It is not necessary to mention its gender, just like for all other animals, actually. For instance, you can say 'un éléphant' even if it is a female elephant ('une éléphante').
