Is there actually any way of doing the accents on an Android keyboard?

I don't know what keyboard you use, but on Gboard you can go into settings -> languages and add Romanian. Then you simply long press s to get the ș, t for the ț, etc. Presumably other keyboards work in a similar fashion.
