Word Strength Problem - cannot increase the strength of a few problem words.

There are a few words that the word strength does not improve. I have tried numerous times reviewing Foods 1 in order to increase the strength of Gemüse which remains at a 1. There are a few other words that I am experiencing this problem with too.
