I don't think the English and the Thai really say the same thing. I think the English would just be "He goes out".

"He gets out" would work in two contexts I can think of:

  1. It could be talking about a pet dog that manages to escape the yard by jumping over or digging under the fence, etc.
  2. It could be a very colloquial way of expressing that someone has a good social life or travels a fair bit. But even then maybe it's a bit off. Maybe "He gets out a bit" or "He gets out and about" or "He gets around".
