I need to know something

why is it that you sometimes can't answer next to someone in a discussion and that you need to answer somewhere else? It is very stressing.

It may be to stop threads getting too long, the more you reply to someone the less horizontal space there is for your text, the problem on some websites is that they never stop replies so the text gets to thin near the end and you end up with your messgae being posted like

Which is super difficult to read.
You can @ someone though to send a notification to them and alert them of your response

Actually I think there is a maximum of 6 levels to a thread to prevent just that problem.

Yh that is what I said, he possibly couldn't reply because of this limit which is imposed because of the reasons stated above

I do not believe that the presence or absence of @ affects whether they receive a notification. That is determined by their e-mail settings.

Oh really? I wasn't aware of that thank you. I vaguely remember being @ in something and receiving a bell notification but it may have been due to my setting as i have noticed one for 'when someone comments on a discussion you are following' so I suspect you are correct. I would like to test that some time, thank you for the correction :)
