Would this same sentence be used for both the sense of 'The family need a plumber because their water pipes have broken' and 'The family consists of electricians, builders, plasterers etc. but no plumbers'?

It could, yes. In the latter case, you might opt for "Vi trenger en rørlegger i familien" instead, to avoid any ambiguity.
