Completing the Basic 1 level in Italian gives you an 8% proficiency rating in Italian, which seems generous if anything. Completing the Basic 1 Level in German gives you a 15% proficiency rating, which seems absurdly high. Why the discrepancy?
The "fluency" proficiency is completely inaccurate, and goes up and down arbitrarily. Its based on some random algorithm that no one can seem to figure out and isn't consistent across languages. Just ignore it.
Plus, the "fluency" proficiency meter seems to top out at around 55%. I was once that high, but have since arbitrarily moved down to 43% - I haven't gotten any worse, so who knows why it went down. I would ignore it
