smaken = to give off a taste
proeven = to experience a taste

"Smaken" refers to foods or drinks having a certain taste:

  • Het ijs smaakt naar koffie - "The ice cream tastes like coffee"

"Proeven" refers to using your sense of taste:

  • Ik proef de koffie - "I taste the coffee"

So, although they both translate to "taste" in English, they mean different things and are not interchangeable.
