Both ii and lui are datives one stressed and the other unstressed. Wouldn't one be enough like in Italian tu gli dai un cagnollino or in Spanish to le das un cachorro?( Sorry for the misspelling of ii) .
Yes, the unstressed form îi is mandatory, while the stressed form lui is optional and used to add more emphasis that it is HIM you give the puppy to.
