I think, it is nearly the same. I cannot see a big difference. Perhaps: Anebo is as if with little hesitation. Nebo is more strickt.

This sounds quite strict so nebo makes more sense as the standard translation

I'm wondering about that comma. Why is it there? Do you put commas before (a)nebo in czech?

We do, if the (a)nebo distinguishes two terms and only one of them is valid - exclusive or.

If both of them can be valid we do not include the comma.
